Feenstra Applauds Passage of Year-Round Nationwide E15
WASHINGTON, D.C. – Today, U.S. Rep. Randy Feenstra (R-Hull) celebrated the passage of year-round, nationwide E15, which helps farmers sell more of their crops, lowers gas prices, and secures American energy independence.
Earlier this year, Congressman Feenstra was appointed to serve as co-chair of the E15 Rural Domestic Energy Council and tasked with achieving a mutually beneficial outcome that would bring all sides together to pass this critical reform. The final legislation garnered broad support across farmers, oil refiners, industry leaders, and Members of Congress representing communities across the country. President Trump has directly called for passage of this policy and has promised to sign it as soon as it reaches his desk.
The legislation would permanently authorize year-round, nationwide E15 sales and place limits on small-refinery exemptions under the Renewable Fuel Standard (RFS). Year-round E15 provides fuel producers, retailers, farmers, and consumers certainty and eliminates the need for emergency waivers that have been granted over the past five years. In addition to lifting seasonal restrictions, the amendment makes it easier for fuel retailers to show their infrastructure is compatible with E15 and makes targeted reforms to the small refinery exemption program under the RFS.
Full implementation of E15 is projected to save drivers up to 30 cents per gallon on average and as much as $20.6 billion in annual fuel costs. It would also boost the domestic market for corn demand by 2.4 billion bushels, resulting in a $13.8 million increase in farm income.
“Farmers have been demanding open markets to sell their crops, and by permanently allowing E15 to be sold year-round in every state, we are securing a major victory for our farmers, producers, and rural communities, after more than a decade of gridlock in Washington. The impact is real: nationwide E15 helps our farmers sell more of their crops, lowers gas prices at the pump for drivers, and secures energy independence for our country,” said Rep. Feenstra. “I have always been a strong voice for Iowans, and as co-chair of the Rural Domestic Energy Council, I’ve worked closely with farmers, oil refiners, industry leaders, and colleagues representing communities across the country to finally reach a solution that works for everyone. I am proud to have led on achieving legislation that ensures Americans can fill up their tanks with lower-cost E15 while providing our farmers with an expanded market for their products. This policy provides a pathway to promote American energy dominance while reducing costs for families and producers.”
“The Iowa Corn Growers Association (ICGA) sincerely appreciates the amount of time, dedication, and resources Representative Feenstra, along with other members of the Iowa delegation, have put towards getting E15 passed through the House,” said Iowa Corn Growers Association President Mark Mueller, who farms in Waverly, Iowa. “Though the fight is not over, we could not be happier to finally see movement on E15 thanks to the continued work of our champions. ICGA is committed to continuing to work with members of the U.S. Senate to bring nationwide, year-round E15 to the President's desk and accessible to all Americans.”
“The never quit leadership from Rep. Feenstra is a major reason for today’s incredible vote of support for year-round E15 in the House,” said Monte Shaw, Executive Director of Iowa Renewable Fuels Association. “There’s an old saying that it’s impossible to defeat someone who won’t stop fighting. Randy proved that today. I heard many people question why Rep. Feenstra stepped up to co-chair the E15 Council. They assumed E15 would fail and Randy would take the blame. IRFA members are sincerely grateful that Rep. Feenstra did not play it safe, but volunteered to lead on the important E15 issue. He deserves credit not just for taking the risk, but for delivering victory for farmers, consumers, and energy security.”
“The Iowa Bankers Association supports including E15 legislation in the 2026 Farm Bill. Iowa bankers are key partners to Iowa farmers – providing the credit and capital that helps farmers operate and keeps rural communities strong,” said Adam Gregg, President and CEO, Iowa Bankers Association. “Expanding access to E15 will help grow demand for Iowa-grown corn, an additional market opportunity that is especially important during today’s extended downturn in commodity prices. We urge Congress to include E15 provisions in the Farm Bill to support farmers, rural lenders, and Iowa’s broader economy.”
"John Deere applauds the U.S. House for advancing this commonsense legislation that benefits consumers and, importantly, supports America's farmers," said Deanna Kovar, President of the Worldwide Agriculture & Turf Division for Production & Precision Agriculture at John Deere. "We also express our appreciation for the leadership of key House champions on this issue, including Congressman Feenstra. It is now critical that the U.S. Senate take up this issue and send permanent, year-round E15 legislation to the President's desk. John Deere will continue to advocate for policies that advance crop-based renewable fuels made possible by farmers."
“American families are asking for help, and today Rep. Feenstra delivered. The House’s approval of year-round E15 brings us one step closer to lowering prices at the pump in Iowa and across the U.S.” said Growth Energy, CEO, Emily Skor. “We’re deeply grateful to biofuel champions like Congressman Feenstra for his leadership on the Rural Domestic Energy Council, and his tireless work delivering lower gas prices to Iowans and securing this critical victory for year-round E15. We urge the Senate to take up this legislation right away—the sooner this bill reaches the President’s desk, the sooner we can deliver more savings to more Americans in every corner of the country.”
“Today’s vote is a milestone for corn farmers,” said Jed Bower, Ohio farmer and National Corn Growers Association President. “We’ve known for decades that ethanol is good for corn farmers, for drivers and for our country, and the House's bipartisan decision to make E15 more readily available affirms that. We are incredibly grateful to Congressman Feenstra for his continued and tireless dedication to getting this across the finish line, and we applaud all our biofuels champions from both parties who put American farmers and consumers first with this vote. We urge the Senate to now finish the job.”
“We are very grateful for the leadership Rep. Feenstra and our House champions showed in working on this legislation to help make lower-cost E15 available to Americans nationwide, year-round, and permanently,” said Geoff Cooper, Renewable Fuels Association President & CEO. “At a time when American families remain highly sensitive to fuel prices, this legislation provides an immediate and practical way to help reduce costs at the pump. In addition, it is certain to help bolster the rural farm economy by increasing demand for American grain at a time of surplus.”
“The House passage of nationwide year-round E15 is a significant win for drivers and families looking for relief at the pump,” said Iowa Secretary of Agriculture Mike Naig. “We’ve seen in Iowa that E15 works—in 2025 alone, E15 delivered more than $60 million in savings for Iowa drivers and more than $126 million over the past three years. Expanding nationwide access to E15 is an obvious step to help lower fuel costs, enhance energy security, strengthen demand for corn, and support good-paying jobs in rural communities. I especially want to thank Representatives Feenstra, Hinson, Miller-Meeks, and Nunn for working together, demanding a vote, and helping move this important bipartisan legislation forward.”
“Farmers applaud members of the House for coming together to provide a true win-win for America,” said Zippy Duvall, President of American Farm Bureau Federation. “The vote to approve year-round sales of E15 will create strong domestic markets for farmers who are suffering through historically low commodity prices, and drivers will have the option of choosing ethanol blended fuels that will save them up to 30 cents per gallon. We appreciate the bipartisan work and we urge the Senate to follow the House’s lead to provide economic relief for all of America’s families.”
“With gas prices remaining top of mind for American families, this legislation gives consumers more choices at the pump by removing an antiquated federal barrier to year-round E15 sales,” said Matt Durand, Deputy General Counsel, National Association of Convenience Stores. “It means retailers nationwide will have the long overdue option to sell E15 alongside other fuels, based on the demands of the motoring public, and we applaud the House for passing it on a bipartisan basis.”
“Marquis commends the passage of this bill in the House and the diligent work of agriculture champions, like Congressman Feenstra, who worked to find compromises and built bridges with several constituencies to advance year-round E15 access,” said Dustin Marquis, Senior Vice President of Government Relations for Marquis Energy. Year-round E15 is a win for farmers, rural communities, and for consumers at the fuel pump. E15 is both cheaper and cleaner; if enacted, American consumers will have the option to fill their fuel tanks with a more affordable fuel that keeps value in rural communities, supports the US farm economy and, reinforces America's energy independence.”
"A bipartisan majority of the U.S. House of Representatives has taken a gigantic step to allow Americans from coast-to-coast permanent access to low-cost E15,” said Brian Jennings, American Coalition for Ethanol, CEO. “This significant milestone was made possible thanks to incredible leadership from Representative Feenstra and his staff, who helped build a winning coalition of Republicans and Democrats in the House. ACE is committed to helping build on this momentum to secure bipartisan support for the legislation in the U.S. Senate."
“On behalf of the companies that supply and service agriculture machinery, Associated Equipment Distributors (AED) commends the House of Representatives on passage of the Nationwide Consumer and Fuel Retailer Choice Act of 2025.” said AED’s President & CEO Brian P. McGuire. “This critical legislation gives retailers the choice to sell year-round E15 blended fuel, which is an essential tool, along with other biofuels to increase markets for crops, provide certainty to the agriculture sector, and investment in rural America while lowering costs for consumers and families. AED calls on the Senate to expeditiously take up and pass this legislation so the president can sign it into law.”
“We are grateful to see the House pass this critical piece of legislation allowing year-round E15 nationwide," said Doug Beech, Director of Government Relations for Casey's General Stores. "Expanding access to E15 is a monumental win for rural America, the farmers and biofuels industry we support, and the small towns and communities Casey’s serves every day. We want to thank the entire Iowa House delegation for their efforts in passing this legislation. Casey's looks forward to the Senate advancing this important bill soon.”
“The House’s passage of year‑round E15 is a long‑overdue win for farmers, rural communities, and every consumer who values affordable, homegrown energy,” said AEM Senior Vice President of Government and Industry Relations, Kip Eideberg. Year‑round E15 provides exactly what farmers have been asking for: a stable, reliable market for their crops at a time of real economic strain. This commonsense legislation strengthens rural economies, supports American manufacturing, and increases access to lower‑cost fuel at the pump. Now, it is time for the Senate to follow suit and send the bill to the President’s desk without delay.
