Feenstra Helps Introduce Legislation to Support Biodiesel for Ship Fuel

March 13, 2025

WASHINGTON, D.C. – Last week, U.S. Rep. Randy Feenstra (R-Hull) helped introduce the Renewable Fuel for Ocean-Going Vessels Act, which would allow American companies to preserve RIN credits under the Renewable Fuel Standard (RFS) for renewable fuel – including biodiesel and other biomass-based diesel – for powering ships and other ocean-going vessels.

“Growing new markets for biofuels is crucial to increasing demand for Iowa agricultural goods and putting more money into the pockets of our producers. Just like we’ve done with jet fuel, we need to expand the use of renewable fuels across more transportation sectors, including boats and ships, to promote homegrown fuels and support our agricultural community,” said Rep. Feenstra. “I’m glad to work with my Iowa colleague, Rep. Mariannette Miller-Meeks, to introduce legislation to support the use of biodiesel and other biomass-based diesel for ships, boats, and other ocean-going vessels. As the only member of Congress serving on both the House Agriculture Committee and the House Ways and Means Committee, I’ll continue to push for policies that open new markets for biofuels and support our farmers, energy producers, and rural communities.”

This legislation specifically amends the Clean Air Act to allow companies to preserve RIN credits under the Renewable Fuel Standard (RFS) for biomass-based diesel used for ocean-going vessels, or marine fuel without requiring an obligation on any parties. This would secure the same treatment that sustainable aviation fuel enjoys under the RFS.
